WWE management and the superstars all knew going into the PPV that the one match that was going to have to sell the entire PPV was the Elimination Chamber and they booked RAW the past several weeks around that. The undercard for the PPV was weak because all of the top stars were obviously in the main event.
WWE management was happy with the crowd reaction in Puerto Rico.
The Maven-Shelton Benjamin match was booked short because WWE management doesn’t yet trust Maven to do long matches. WWE agents were far from impressed with his house show matches with Shelton as well. (Partial Source: The Torch)
