WWE is reportedly planning for WWE WrestleMania 41 as if The Rock will not be involved, though these plans can change.
Dr. Chris Featherstone of Sportskeeda reported that WWE had decided to move forward with creative plans as if The Rock would not appear at WWE WrestleMania 41, as of now. These plans could change at any moment, and Featherstone stated that WWE was definitely interested in using him if he became available. However, he was not currently scheduled to compete.
Sean Ross Sapp of Fightful wrote that the post was correct, and it had been for a while, though it was important to note that The Rock could ultimately do what he wanted to.
In a report for Fightful Select, Sapp provided more information. Previously, Dave Meltzer of the Wrestling Observer said that The Rock informed WWE that he would not be available, and The Rock told fans to “not believe that shit.”
Per Sapp, numerous in WWE confirmed that the company has creative plans being put in motion that operate with the assumption that The Rock will not be working WrestleMania. However, with The Rock, anything is possible and subject to change.

Sapp cites WWE sources who said that The Rock’s appearance at WWE Bad Blood was meant to get him on screen, and there was no “major direction” behind it. The appearance itself came about just days ahead of the show.
Additionally, Sapp writes that Cody Rhodes and The Rock “filmed something” at the Moana 2 premiere, but further details are unclear.
To be clear, it would be inaccurate to say that The Rock is “100 percent out” for WrestleMania, as he is known to do what he wants to do and on his time.
