For me, it has to be Heyman, the man was gold as GM, did everything a heel GM should do and made you want to hate him. During this time, he was also booking Smackdown and the famous Smackdown Six were largely due to his booking. They had matches of the year, hall of famers AND beat raw on the ratings front as well. Think about that for a second, Smackdown beating Raw on the ratings front. Madness.

I think by longevity, Teddy Long gets it. While everyone else had a year or two, Long was there for 6 years. He is who you think of first when you think of Smackdown GMs. However, my personal favorite is Stephanie McMahon. She was the first GM, and she paved the way for the others to follow.
