Kevin Owens wouldn’t make any sense prior to the Wildcard rule, but now that it’s in full effect, it seems like the brand split in itself is dead. While he doesn’t appear on every episode of RAW, he certainly can if he’s put in that role. While it wouldn’t be the best pick as special guest referee, Rollins and Owens do have history dating back two years, where Rollins failed to capture the Universal Championship from Owens due to a multitude of circumstances (mainly being Chris Jericho).
WWE could play up their history and have Owens as the referee but he’d be much better off competing for the WWE Championship.
